MIDDLE EAST CONFLICT - FTA/APSA Member Feedback Driving Advocacy - Update 7

Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) continue to engage closely with members regarding the escalating cost and operational impacts arising from ongoing shipping disruptions linked to the conflict in the Middle East.


Member feedback

FTA/APSA have received extensive feedback from exporters and logistics providers highlighting significant and unbudgeted cost pressures associated with emergency conflict, war risk and deviation surcharges imposed by shipping lines.

Members have reported:

  • Unilateral surcharges being applied with little or no notice
  • Charges imposed after commercial arrangements were finalised and cargo accepted
  • Significant cashflow impacts, particularly for agricultural, regional and time-sensitive exports
  • Limited ability for shippers to mitigate or verify the legitimacy of these costs


This feedback reflects a broader concern that extraordinary external shocks are continuing to transfer disproportionate cost and risk onto Australian exporters and the wider trade sector.

Formal approach to Government

In response to this member feedback, FTA/APSA have formally written to the Prime Minister, senior Ministers and senior government stakeholders calling for targeted government intervention to support affected cargo owners.

Letter to Government

The correspondence outlines:

  • The scale and immediacy of emergency conflict, war risk and deviation surcharges currently being imposed
  • Australia's unique exposure due to the absence of regulatory protections available in comparable jurisdictions
  • The compounding impact of fuel and disruption-related surcharges across ocean, air and landside transport
  • The need for a coordinated, whole-of-government response spanning trade, infrastructure, agriculture and treasury portfolios


FTA/APSA have requested consideration of temporary, targeted financial assistance to offset these extraordinary costs, consistent with approaches adopted during previous systemic shocks such as the COVID-19 pandemic.

Ongoing engagement

FTA/APSA will continue to:

  • Collect and consolidate member data and case studies
  • Engage with government stakeholders across relevant portfolios
  • Monitor carrier surcharge activity and supply chain impacts
  • Advocate for both short-term relief and longer-term regulatory reform to restore balance and transparency in carrier-shipper relationships


Members are encouraged to continue sharing cost impacts and operational issues with FTA/APSA via email to support ongoing advocacy.
