Who does this notice affect?
This notice affects importers of consignments of plant products and seeds, customs brokers, freight forwarders, and peak industry bodies in cargo.
This notice also affects international trading partners, such as National Plant Protection Organisations, exporters and offshore treatment providers. An official Sanitary and Phytosanitary (SPS) notification has been published to notify of these changes.
What is changing?
As notified in IIAN 398-2025 in November 2025, the Australian Department of Agriculture, Fisheries and Forestry (the department) published the Draft Pest Risk Analysis (PRA) for khapra beetle (Trogoderma granarium) – Part 1 for plant products, for public consultation. The consultation period closed on 27 February 2026.
This notice is to advise that the following changes will be implemented, in line with the recommendations of the Draft Pest Risk Analysis (PRA) for Khapra Beetle (Part 1), effective from 30 April 2026:
These Lists are referenced under the Biosecurity Act 2015. The updated lists, along with previous versions to support consignments shipped under earlier requirements, will be published on 30 April 2026.
Goods in-transit
- Consignments shipped up to and including 29 April 2026 will be assessed against the previous versions of the relevant Lists in force at the time of export.
- Consignments shipped on or after 30 April 2026 will be required to meet the updated import conditions, applying the new versions of the relevant lists (which take effect on implementation).
The shipped-on-board date recorded on consignment documents will be used to determine the applicable requirements.
Summary of Change 1: Addition of countries to the 'List of Target-risk khapra beetle countries'
Based on information considered in the Draft PRA, there are references suggesting that khapra beetle may be present in Angola, Chad, Guinea, Jordan, Kazakhstan, Tajikistan, Tanzania and Turkmenistan. Australia engaged with the National Plant Protection Organisations (NPPO) of these countries however insufficient evidence was provided to support the 'absence' status. These countries will be added to Australia's List of Khapra beetle target-risk countries, effective from 30 April 2026.
Consignments exported from these countries will now be subject to additional pre-export measures where khapra beetle target-risk country requirements apply, which may include:
- For high-risk plant products
Mandatory pre-export treatment requirements. This includes post-treatment inspection by the NPPO and phytosanitary certification confirming treatment requirements have been met and that goods are free from live Trogoderma species. - For other-risk plant products
Existing phytosanitary requirements remain in place subject to the amendment described under Change 2 below. This includes goods having phytosanitary certification confirming freedom from all evidence of Trogoderma species in Australia's list of Trogoderma species of biosecurity concern. - For target-risk sea containers
Mandatory pre-export treatment requirements apply for sea containers that are packed with high-risk plant products, or packed with any goods and intended to be unpacked in a rural khapra risk postcode of Australia.
These changes will be reflected in the relevant BICON import cases on 30 April 2026.
Summary of Change 2: Removal of Trogoderma serraticorne from the 'List of Trogoderma Species of Biosecurity Concern'
Based on information considered in the Draft PRA, Trogoderma serraticorne will be removed from Australia's 'List of Trogoderma Species of Biosecurity Concern', effective from 30 April 2026.
This list is referenced in the phytosanitary certificate additional declaration:
"Representative samples were inspected and found free from evidence of any species of Trogoderma (whether live, dead or exuviae) in Australia's list of?Trogoderma?species of biosecurity concern".
From 30 April 2026, the NPPO inspection and phytosanitary certification will no longer be required for the species Trogoderma serraticorne. Inspection and certification requirements will continue to apply to all other Trogoderma species listed on Australia's list of Trogoderma species of biosecurity concern.
This requirement applies to:
- High-risk plant products exported from countries that are not listed as khapra beetle target-risk countries, and
- Other-risk plant products exported from all countries.
Note: This list was previously amended on 25 July 2025 to include Trogoderma serraticorne, as notified in this BICON alert, based on its potential to enter Australia via imported plant products, establish and spread and cause economic consequence. Information considered in the Draft PRA indicates that this species is not likely to be intercepted on plant products, and its inclusion on the list is therefore no longer warranted.
