Key points

  • Consultation on tranche 2 matters commenced today 28 April 2026 and will be open for a period of six weeks, closing at 5 pm (AEST) 9 June 2026.
  • Tranche 2 matters include minimum feed requirements, bedding-related requirements and stocking densities for camels exported by air.
  • Key proposed changes include:
    • greater flexibility around feeding cattle and buffalo in registered establishments by allowing either ad libitum feeding or 2.5% of bodyweight daily
    • providing cattle and buffalo with pelleted fodder in registered establishments
    • provision of a pellet composition table for cattle and buffalo
    • clarification that chaff and/or hay may be fed in a flexible manner during the voyage, rather than per head per day
    • providing minimum crate pen area tables for camels by air.
  • The proposed changes allow increased flexibility around relevant ASEL requirements while upholding animal health and welfare outcomes. The proposed changes also aim to improve the practicality and clarity of ASEL requirements.
  • All feedback received through public consultation will be considered in finalising the updated ASEL (Version 4.0).

Background

  • The ASEL 4.0 review addresses priority matters identified by stakeholders relating to the export of livestock by sea and by air.
  • Due to the breadth of matters under consideration, the review is divided into 3 tranches.
  • Feedback is also welcome (now or at any time) on other matters relating to the ASEL. This feedback should be sent to ASELreview@aff.gov.au.
