NEW CP QUESTIONS - SOAP AND COSMETICS

Update 3

Further to our previous member notice issued on 6 May, and 12 May Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) would like to advise members of the planned implementation by the Department of Agriculture, Fisheries and Forestry (DAFF) of revised Community Protection (CP) Questions for for soap and cosmetic products.

The updated questions are intended to:

  • address concerns regarding how Yes/No responses are interpreted in terms of risk classification;
  • remove references to documentation within the CP questions; and
  • exclude fully synthetic goods from the relevant profiling pathway.
An additional cosmetics question will be introduced to better distinguish between lower and higher risk import pathways for cosmetics containing animal-derived ingredients.

DAFF has advised the revised questions are expected to be as follows:

For cosmetics:
  • Are the goods retail ready packaged cosmetics that contain animal derived ingredients, where the total animal derived content is less than 20 percent by mass?
  • Are the goods retail ready packaged cosmetics that contain animal derived ingredients, where the total animal derived content is 20 percent or greater by mass?
For soap:
  • Are the goods soaps or washing preparations intended for application to the skin of humans or animals and are not 100 percent synthetic (i.e. contain ingredients derived from biological materials, such as plant or animal fats and oils)?
FTA/APSA understands that DAFF is currently finalising an Import Industry Advice Notice, which is expected to be published mid next week.
