Welcome to the Freight & Trade Alliance (FTA) Biosecurity Report, your one-stop update on the latest operational issues and notices issued by the Department of Agriculture, Fisheries and Forestry (DAFF). This report is designed to keep you informed and prepared to manage biosecurity compliance effectively in an ever-changing landscape.


This Week in Biosecurity

This week's Biosecurity Report highlights continued expansion and refinement of the Compliance Based Intervention Scheme (CBIS), alongside targeted updates to import conditions and ongoing system notifications impacting operational planning.

A key focus for members is the expansion of CBIS across multiple import pathways, including cosmetics, soaps, seafood products, and selected animal based commodities. These changes introduce greater use of document based assessment and clearer post assessment directions, aimed at improving efficiency while maintaining biosecurity oversight.

Further attention is drawn to updated import conditions and certification requirements, particularly for fresh produce and bivalve molluscs, along with reminders on the implementation of the dairy import risk review. These changes reinforce the importance of staying aligned with evolving BICON conditions and certification expectations.

Members should also note ongoing system outages and cancellations of scheduled disruptions, highlighting the need to closely monitor DAFF notifications and factor potential impacts into daily operations.

 



Summary

DAFF expands CBIS across Import Pathways 

DAFF has confirmed the expansion of the Compliance-Based Intervention Scheme (CBIS) to additional import pathways, including selected cosmetics, soaps, seafood (such as squid and cephalopods), and various animal-based commodities.
The updated approach introduces greater reliance on document-based assessments at import, aimed at improving efficiency while maintaining appropriate risk controls. Operational enhancements will also introduce clearer directions for consignments not selected for inspection, including a new "movement withheld - CBIS pending documentation" status from 30 June 2026.
There are no changes to import conditions, and members must continue to meet all existing requirements.

IATA Changes to Direct Air Waybill Liability - Update 2 - FTA/APSA Meet with FIATA

FTA/APSA have escalated industry concerns regarding IATA's proposed Direct Air Waybill (DAWB) liability changes, which are scheduled to commence on 1 July 2026. Strong member feedback highlighted significant risks, particularly the misalignment between liability and operational control where forwarders act as agents, along with increased insurance and commercial uncertainty. FTA/APSA have raised these issues directly with FIATA, which has now formally called for a review of the changes, citing potential disruption across the air cargo supply chain. International advocacy is ongoing, with a formal reassessment process now underway and further updates to be provided as developments occur.

Import Conditions Updates – Grapes and Bivalve Molluscs 

Recent updates to BICON import conditions include expanded market access for fresh table grapes from the Republic of Korea, now covering additional varieties following a review of compliance and pre-export measures.

Separately, new certification and testing requirements apply to bivalve molluscs and related products from Ireland, effective 3 June 2026. These changes align with Australia's established certification frameworks and must be reflected in import documentation.

Australian Fumigation Accreditation Scheme (AFAS) - Suspension Update 

DAFF has advised of the suspension of Viet Nam Fumigation Company – Hai Phong (AEI: VN0008MB) under the Australian Fumigation Accreditation Scheme (AFAS), effective 4 June 2026.

Members should ensure that offshore treatments are conducted by approved providers, as the use of suspended providers may impact the validity of treatment certification and clearance outcomes.

Export  Industry Notices - Micor Re-platforming and China Market Updates 

Recent Export Industry Advice Notices include progress on the Micor Re-platforming Project, as well as updates to China import requirements under GACC Decree 280 covering dairy,seafood,honey and other prescribed goods.

These updates may impact certification processes, market access and export compliance requirements.

Import Industry Advice Notices - Reporting Enhancements and Biosecurity Updates

Following the completion of Department of Agriculture, Fisheries and Forestry's webinars on the biosecurity industry reporting enhancement to fee reporting, a total of six sessions were delivered, attracting 68 attendees.

Feedback has been positive, with early interest shown by at least one organisation seeking onboarding support. Members are encouraged to review the presentation materials and consider participating, noting that DAFF has confirmed its willingness to assist industry participants with onboarding and access. Further communication will be issued via an upcoming IIAN to confirm that the reporting capability is now live, with detailed guidance available on the DAFF Biosecurity industry reporting webpage.

 




Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) 

The DCCC Communique and Meeting Minutes have published for the most recent meeting covering Inspector General of Biosecurity reviews, Digital modernisation and the STEPS program, Biosecurity operations, compliance and service delivery, Departmental priorities and reform agenda, forward focus for DCCC.



System Notification - Scheduled Service Disruption 

DAFF has issued multiple system notifications this week, including both scheduled and unplanned disruptions, as well as cancellations of previously scheduled outages impacting systems such as PEBS, COLS and DAFF messaging platforms.
Members should continue to monitor notifications and plan for potential impacts to lodgement and processing activities.
 



Approved Arrangement Class 19 - Continued Biosecurity Competency (CBC) 2026-27   

DAFF has released the schedule for the next Continued Biosecurity Competency (CBC) activity for Approved Arrangement Class 19 accredited persons, with CBC 2026-27/01 to be available from Thursday 11 June 2026 via the Learnhub platform.

The CBC program continues to include both learning and assessment components, now delivered entirely through Learnhub following the transition away from external CBC providers.

All accredited persons are required to complete the activity by Thursday 23 July 2026, with failure to meet requirements potentially resulting in suspension or cancellation of accreditation, as well as administrative action against the Approved Arrangement holder.

Members should ensure timely completion of the activity and monito access to Learnhub to meet compliance obligations within the specified timeframe.

New Guidance material: A better practice guide to imported horticulture inspections  

The Department of Agriculture, Fisheries and Forestry (DAFF) has released a new Better Practice Guide to support Approved Arrangements (class 2.4) and importers of horticultural produce and cut flowers in preparing for biosecurity inspections.

The guidance, also highlighted in the recent FTA notice, outlines practical steps to improve inspection readiness, streamline processes and reduce unnecessary complexity at inspection sites.

Adoption of these practices is expected to enhance inspection efficiency, contributing to faster cargo clearance, reduced delays and lower associated costs, while supporting compliance with class 2.4 operating conditions.

2026-2027 FTA Online CPD Training Packages

FTA offers Continuing Professional Development (CPD) and training online for the customs broker licencing period 1 April to 31 March each year. The cost of an online training package is $150 (excl. GST) for member organisations with bulk discounts available on a sliding scale.

Licensed customs brokers not employed by a corporate FTA member, can purchase an Individual Membership which includes online CPD training for the cost of only $300 (excl. GST) per customs broker licensing period. Please email the team at training@FTAlliance.com.au if you wish to purchase a package.

 

2026-2027 Continued Biosecurity Competency (CBC)

As published on the DAFF CBC webpage, CBC 2026-27/01 will be open  for completion from Thursday, 11 June 2026 on Learnhub.

Effective this year, the CBC activity includes both the learning and assessment component, which will only be delivered through the department's education and training platform, Learnhub.

All accredited persons must complete the CBC activity by Thursday, 23 July 2026.

Failure to meet CBC requirements will result in suspension or cancellation of approved arrangement class 19 accreditation. It may also result in administrative actions against the approved arrangement holder.

DAFF has also indicated that the CBC activity will attract 2 CPD points in Stream A (subject to approval).

 

 

Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC)

The Department of Agriculture, Fisheries and Forestry Cargo Consultative Committee (DCCC) brings together DAFF and industry representatives to address biosecurity issues impacting trade and logistics with the purpose to ensure effective biosecurity regulation without unnecessary trade barriers. FTA proudly represents the freight and trade sector on this vital committee.

The DCCC meets a minimum of three times per year with out-of-session meetings scheduled as necessary. The next meeting is scheduled for 2 September 2026.

Australian Fumigation Accreditation Scheme (AFAS):

AFAS is a bilateral arrangement between DAFF and participating overseas government agencies. AFAS manages the high biosecurity risk posed by ineffective treatments performed offshore.

To support customs brokers and importers in staying ahead of operational changes, we have introduced a weekly snapshot of BICON case updates issued in the past seven days. This section will highlight newly added conditions, revised import pathways, and notable treatment or permit changes that may affect lodgements and client advice.

Reminder about the implementation of the dairy review

Daff has issued a reminder on the ongoing implementation of the dairy import risk review. The first stage concludes on 31 August 2026, after which permits with dual conditions will no longer be issued. From 1 September 2026, all imports will align solely with the updated review conditions.
Negotiations with some exporting countries on the new health certificates are still in progress, with DAFF working to minimise trade disruption if not finalised by the deadline. Importers are also reminded to ensure manufacturers are using the latest production questionnaires to support efficient assessments.


Expansion of the CBIS onto multiple import pathways for cosmetics and soaps

DAFF will expand the Compliance Based Intervention Scheme (CBIS) to include selected cosmetics and soaps import pathways, applying a document based assessment approach at import.

The change applies to specific tariff codes for cosmetics (with less than 20% animal derived content) and soaps. There are no changes to existing import conditions, and importers must continue to meet all requirements. Assessment rates may be adjusted if biosecurity risks change or if the scheme does not operate as intended.

Operational improvements to the CBIS for multiple inspected import pathways

DAFF is introducing operational improvements to the CBIS for several inspection based import pathways, including prawns, certain marine invertebrates, feathers, and hides/skins.
A new "movement withheld - CBIS pending documentation " direction will replace the previous documentation direction for consignments not selected for inspection, providing clearer guidance on next steps will begin from 30 June 2026. There are no changes to import conditions or documentation requirements.

Expansion of the CBIS onto squid and other cephalopods caught using trawl or purse seine methods

DAFF is expanding the CBIS to include certain trawl or purse seine caught cephalopods for animal consumption, with the inspection rates managed at import. There are no changes to import conditions, and importers must continue to meet all requirements.

Case Changes: 

Update to BICON commodity case : Korea Table Grapes

The department have updated BICON import conditions for fresh grapes from the Republic of Korea, effective 5 June 2026. The change expands market access by allowing Vitis vinifera and its hybrids for import, following a review of compliance and pre export management measures.

New Vapour Heat treatment facility approved to treat dragon fruit

The Department has approved an additional Vapour Heat Treatment (VHT) facility for exporting fresh dragon fruit to Australia, effective 5 June 2026.
The facility, operated by Branch of Hai Trieu Agriculture Products Company Limited (Vietnam), is now listed on BICON and authorised to treat fruit for key biosecurity pests.

Deregulation of Rathayibacter rathayi for Dactylis seed for sowing

The Department of Agriculture has deregulated Rathayibacter rathayi, confirming it is no longer a biosecurity concern for imported seed.
Effective 4 June 2026, import conditions for Dactylis seed for sowing have been updated, removing the requirement for inspection of this pathogen.

New food safety requirements for bivalve molluscs and bivalve molluscs products from Ireland

Effective 3 June 2026, bivalve molluscs and related products from Ireland must be accompanied by mandatory government certification. Importers should refer to the updated BICON case for specific certification and testing requirements. This aligns with existing rules requiring imports to originate from Countries with established or progressing certification arrangements.

Members are encouraged to regularly consult Micor (Manual of Importing Country Requirements) for the latest export requirements, certification details, and market access conditions for specific commodities.
 

Micor is DAFF's central resource for ensuring compliance with overseas import regulations—helping exporters stay informed, avoid delays, and maintain access to key markets.
