Purpose
This Market Access Advice (MAA) updates exporters about the Department of Veterinary Services (DVS) Malaysia's import requirements for non-prescribed goods (NPG) that contain dairy ingredients.
Summary
Malaysia applies import requirements for milk and milk products to products classified under the following HS Codes: 04.01, 04.02, 04.03, 04.04, 04.05, 04.06, 1901.90.31 00, 2202.99.10 00, 2202.99.50 00, and 2202.99.90 00.
These requirements can also apply to products containing a minor dairy component (where dairy is a minor ingredient by weight or volume), including some beverages.
These requirements may not apply to:
- products intended for infants and young children
- flavoured milk beverages
- beverages of animal or bird origin that are otherwise authorised by the Malaysian Quarantine and Inspection Services Department (MAQIS) and DVS.
Exporters are encouraged to work with their importer to confirm whether these requirements apply to their product(s).
If your product is classified under one of the HS Codes listed above, you must:
- source the product from an export registered establishment
- ensure the manufacturing establishment is listed with DVS
- obtain a valid request for export (REX)
- ensure the product is accompanied by an official health certificate.

Exporters are encouraged to confirm whether a suitable dairy product category exists for the product(s) intended for export, which is required when raising a REX in the department's Next Export Documentation (NEXDOC) system. A list of available dairy product codes can be found via the Dairy product codes page on the department's website. Where there is uncertainty, the department recommends contacting dairyeggsfish@aff.gov.au.
