Australian Border Force (ABF) has released guidance outlining Integrated Cargo System (ICS) reporting arrangements for cargo moving through Western Sydney International (WSI) Airport, as preparations continue for international operations. Cargo operations at WSI commenced on 27 July 2026, with international cargo flights expected to begin arriving in the coming months and passenger operations scheduled to commence on 25 October 2026. Freight & Trade Alliance (FTA) and the Australian Peak Shippers Association (APSA) encourage members involved in air cargo reporting, clearance and movement to ensure their systems and operational processes are prepared for international cargo arriving through WSI. Key Reporting ConsiderationsABF has updated the relevant ICS reference files to accommodate WSI. Of particular importance, the UN/LOCODE for Western Sydney International is AULUM. This is the code to be used for relevant ICS cargo reporting purposes and should not be confused with WSI, which is the airport's IATA code and is not used for ICS cargo reporting. The ABF guidance also provides information on: - reporting the correct Port of Discharge and Port of Destination;
- cargo arriving at WSI and being released from establishments within the Western Sydney precinct;
- cargo arriving at WSI before being moved underbond to establishments operating under the AUSYD port code;
- reporting Underbond Movement Requests (UBMRs);
- deconsolidation of cargo within AULUM and movements to establishments associated with other port codes; and
- the interaction between Impending Arrival Reports, Air Cargo Reports and subsequent cargo movements.
Members, particularly cargo reporters, freight forwarders, customs brokers, depot operators and air cargo service providers, are encouraged to review the ABF guidance and ensure relevant systems, reference data and reporting processes are updated ahead of international cargo operations at WSI.
