DAFF - IIAN 158-2026: Port of Sydney first point of entry determination has been varied

Who does this notice affect?

First point of entry (FPOE) operators, vessel operators, shipping agents, importers, brokers and others.

What has changed?

The biosecurity FPOE determination for the Port of Sydney has been amended - Biosecurity (First Point of Entry—Port of Sydney) Determination 2019.

As a result, the biosecurity entry point (BEP), Department of Home Affairs Jetty, Neutral Bay, has been removed from the determination as a BEP for non-commercial vessels, non-commercial vessel baggage and non-commercial vessel waste.

Non-commercial vessel operators seeking to arrive at the Port of Sydney and unload baggage and waste must attend one of the remaining designated BEPs listed in the FPOE determination for those types of vessels and goods.

Permission must be obtained from the department prior to any arrival at Port of Sydney that is not permitted by the FPOE determination.

It is the obligation of the person in charge of a vessel to ensure that the vessel complies with the relevant FPOE determination. Operators and other stakeholders should consult relevant FPOE determinations to ensure that their proposed vessel or goods movements are compliant with the current determinations.
