BIOSECURITY ASSESSMENT DOCUMENTATION REQUIREMENTS

Inspector-General of Biosecurity Review Released

Further to previous member notices regarding the Inspector-General of Biosecurity (IGB) Review of Documentation Requirements for the Biosecurity Risk Assessment of Imported Goods, the final review report has now been released.

Members may recall that Freight & Trade Alliance (FTA) facilitated direct industry engagement with the review team, providing the Inspector-General with practical exposure to documentation, assessment and lodgement processes, along with the day-to-day operational realities experienced by industry participants across different business models and supply chain environments.

The review examined how documentation requirements are developed, interpreted and applied across Australia's biosecurity system and identified opportunities to improve efficiency, assurance activities, communication pathways and operational outcomes.

Key Themes

The Inspector-General's principal concern is not the use of documentation itself, but whether assurance and verification processes have kept pace with the increasing reliance placed on documentation as a key biosecurity control.

Amongst the key observations, the review found:

  • a growing gap between the role documentation now plays within the system and the level of assurance available to support reliance on that documentation;
  • stronger verification and assurance processes are needed to provide greater confidence in information contained within documentation;
  • policy settings and documentation requirements do not always align with operational realities experienced by frontline officers and industry participants;
  • communication and feedback loops between policy, technical and operational functions require improvement;
  • direct communication between assessment officers and brokers can improve efficiency, reduce rework and support more consistent outcomes;
  • concerns exist regarding the integrity and verification of third-party documentation, particularly where information originates from complex international supply chains.

Recommendations

The review makes eight recommendations covering:

  • assurance and verification processes for documentation;
  • import permit design and administration;
  • stronger operational input into the development of import conditions;
  • improved engagement between policy areas and operational teams;
  • increased information sharing and knowledge management;
  • enhanced support for BICON case selection and navigation;
  • improved fraud detection capability; and
  • stronger feedback mechanisms and visibility of outcomes.

Importantly, the Department of Agriculture, Fisheries and Forestry (DAFF) has agreed to all recommendations and has identified a number of initiatives already underway or planned in response to the review.

FTA Observations

A number of themes identified in the report are likely to resonate with members, including the importance of practical and risk-based regulatory outcomes, greater operational input into policy development, improved communication pathways, system usability, verification processes and stronger feedback loops between industry and government.

The review also reinforces the value of direct engagement between regulators and industry participants, with a number of findings highlighting the importance of understanding how documentation requirements operate in practice across real-world supply chains.

FTA will continue engagement with both the Inspector-General of Biosecurity and DAFF on matters arising from the review and will keep members informed of future developments.
