Purpose

This Market Access Advice (MAA) is to notify exporters of a new health certificate for the export of rendered edible fats and oils including tallow into the United States of America.

Key points

A new health certificate for the export of rendered edible fats and oils including tallow, the USEXT, is now available as a paperless eCert through the department's Next Export Documentation System (NEXDOC).

This follows agreement between the Department of Agriculture, Fisheries and Forestry and the United States Food Safety and Inspection Service (FSIS) on the health certification for these products.

The attestation for this certificate reads, in part, as follows:

… the edible tallow described in the electronic certificate is derived from livestock which received ante-mortem and post-mortem veterinary inspections at the time of slaughter in plants certified for importation of their products into the United States and are not adulterated or misbranded as defined by the regulations governing meat inspection of the U.S. Department of Agriculture; and that said products have been handled in a sanitary manner in this country and are otherwise in compliance with requirements equivalent to those in the Federal Meat Inspection Act and said regulations.

  1. The commodities were exported from a region of negligible risk for classical BSE.
  2. If classical BSE has been diagnosed in one or more indigenous bovines in the region of negligible risk, the commodities were derived from bovines subject to a ban on the feeding to ruminants of meat-and-bone-meal and greaves derived from ruminants.
  3. The commodities were derived from bovines that passed ante-mortem and post-mortem inspections.

The Manual of Importing Country Requirements (Micor) will be updated to reflect this market access advice. The department encourages users of Micor to subscribe to the Micor update service for a commodity-specific email that lists changes that have been made in the preceding week.

The department encourages all exporters to work with their importer to ensure that product meets the current importing country requirements.
