Suspension of Protected Industrial Action


Finally, on Friday 2 February 2024, DP World and the Maritime Union of Australia (MUA) reached an in-principle agreement, seeing protected industrial action immediately lifted - almost 4 months to the day since it commenced,

Whilst it is important to note the agreement is still to be voted on by employees and subsequently approved by the Fair Work Commission (FWC), which generally takes approximately 45 days for complex agreements (as per FWC guidelines), the length of the agreement being for a period of 4 years as opposed to the mooted 2-3 years is a good sign both negotiating parties are satisfied with the terms.

Ronald Spahr (International Cargo Express) and Paul Zalai (FTA / APSA) met with Jenny Ware MP - Member for Hughes (NSW) - a valuable and much appreciated opportunity to engage with a key member from the federal opposition on shipping and trade matters.

Red Sea hostilities - justification of freight rates and surcharges

FTA and APSA representatives will participate in the GSF Policy Council meeting on 13 February 2024 with a focus on the sharp increases in ocean freight rates and imposition of multiple surcharges arising from the attacks on shipping in the Red Sea area.

 

GSF will review its public position and share a new surcharge assessment methodology developed with MDS Transmodal.

Empty container park fees also need regulation


While the spotlight has been on exorbitant increases in Terminal Access Charges introduced by DP World last week, it is important to note that transport operators must pay an access fee to empty container parks with no ability to influence service or price. Empty Container parks, like stevedores, are also experiencing happy days with their 'money tap' generating increases as high as 60%. This charging regime alone, across all Australian container stevedores and empty containers parks, is costing exporters and importers more $850 million a year.  READ MORE

The Australian Border Force (ABF) have advised under the updated Australian Customs Notice No. 2023/23 that the mandatory CPD module is now available for completion.

ALL licensed customs brokers must complete this mandatory module by 31 March 2024

QANTAS FREIGHT - Terminal Service Fee Invoice UPDATE

Published 1 February 2024

International Terminal Service Fee invoices covering the period from 24 Sep 2023 commenced distribution in early Jan 2024.  

The latest invoice covering the week of 22 to 28 Oct 2023 is being distributed to the normal recipients for invoices via email from 1 Feb 2024.

All remaining outstanding invoices will be distributed in the coming weeks and we'll keep you updated on when they're available.

The Department has advised the return of the Cargo Operations Snapshot. Members will see a few changes one of which is the addition of a section on Cargo Compliance. When viewing the report we suggest members note the Data Definitions on page 3.

Industry Information Session – Proposed changes to the department's Imported Inorganic Fertiliser Management Policy

The Department of Agriculture, Fisheries and Forestry (department) is undertaking an external consultation process in relation to proposed changes to its Imported Inorganic Fertiliser Management policies (see Import Industry Advice Notice 03-2024 for details).

As part of this process, the department is hosting an industry information session via Microsoft Teams Live to provide an overview of these proposals, and will also allow attendees to ask any questions they may have. REGISTER HERE

Voluntary fumigation of fresh cut flowers and foliage in 2024

PACER Plus Product Specific Rules of Origin –
use of 2022 Harmonized System Nomenclature

The Australian Border Force has advised in Australian Customs Notice 2024/03, that effective 12 February 2024, an updated version of the PACER Plus Product-Specific Rules (PSR) will be used by PACER Plus parties. The updated PACER Plus PSRs use the nomenclature of the 2022 Harmonized System (HS). Where possible, PACER Plus Declarations of Origin documentation completed after 12 February 2024 for goods imported into Australia claiming to be PACER Plus originating goods should make use of HS 2022. READ MORE
